    Among the darker nations, Paris is famous for two betrayals. The first came in 1801, when Napoleon Bonaparte sent General Victor Leclerc to crush the Haitian Revolution, itself inspired by the French Revolution. The French regime could not allow its lucrative Santo Domingo to go free, and would not allow the Haitian people to live within the realm of the Enlightenment's " Rights of Man." The Haitians nonetheless triumphed, and Haiti became the first modern colony to win its independence. The second betrayal came shortly after 1945, when a battered France, newly liberated by the Allies, sent its forces to suppress the Vietnamese, West Indians, and Africans who had once been its colonial subjects. Many of these regions had sent troops to fight for the liberation of France and indeed Europe, but they returned home emptyhanded. A people hungry for liberation did not want such measly hors d'oeuvres.

He considered such statements an absolute joke. Africa did not, nor did it ever have, limited resources. Nine knew something the journalist obviously didn’t: Africa was the most abundantly resourced continent on the planet bar none. Like the despots who ruled much of the region, and the foreign governments who propped them up, he knew there was more than enough wealth in Africa’s mineral resources such as gold, diamonds and oil – not to mention the land that nurtured these resources – for every man, woman and child. The same organizations had the formula down pat: they indirectly started civil wars in mineral-rich regions by providing arms to opposing local factions, and sometimes even helped to create famines, in order to destabilize African countries. This made the targeted countries highly vulnerable to international control. Once the outside organizations had divided and conquered, they were then able to plunder the country’s resources.

    Conquest occurred through violence, and over-expolitation and oppression necessitate continued violence, so the army is present. There would be no contradiction in that, if terror reigned everywhere in the world, but the colonizer enjoys, in the mother country, democratic rights that the colonialist system refuses to the colonized native. In fact, the colonialist system favors population growth to reduce the cost of labor, and it forbids assimilation of the natives, whose numerical superiority, if they had voting rights, would shatter the system. Colonialism denies human rights to human beings whom it has subdued by violence, and keeps them by force in a state of misery and ignorance that Marx would rightly call a subhuman condition. Racism is ingrained in actions, institutions, and in the nature of the colonialist methods of production and exchange. Political and social regulations reinforce one another. Since the native is subhuman, the Declaration of Human Rights does not apply to him; inversely, since he has no rights, he is abandoned without protection to inhuman forces - brought in with the colonialist praxis, engendered every moment by the colonialist apparatus, and sustained by relations of production that define two sorts of individuals - one for whom privilege and humanity are one, who becomes a human being through exercising his rights; and the other, for whom a denial of rights sanctions misery, chronic hunger, ignorance, or, in general, 'subhumanity.

    Consider the great Samuel Clemens. Huckleberry Finn is one of the few books that all American children are mandated to read: Jonathan Arac, in his brilliant new study of the teaching of Huck, is quite right to term it 'hyper-canonical.' And Twain is a figure in American history as well as in American letters. The only objectors to his presence in the schoolroom are mediocre or fanatical racial nationalists or 'inclusivists,' like Julius Lester or the Chicago-based Dr John Wallace, who object to Twain's use—in or out of 'context'—of the expression 'nigger.' An empty and formal 'debate' on this has dragged on for decades and flares up every now and again to bore us. But what if Twain were taught as a whole? He served briefly as a Confederate soldier, and wrote a hilarious and melancholy account, The Private History of a Campaign That Failed. He went on to make a fortune by publishing the memoirs of Ulysses Grant. He composed a caustic and brilliant report on the treatment of the Congolese by King Leopold of the Belgians. With William Dean Howells he led the Anti-Imperialist League, to oppose McKinley's and Roosevelt's pious and sanguinary war in the Philippines. Some of the pamphlets he wrote for the league can be set alongside those of Swift and Defoe for their sheer polemical artistry. In 1900 he had a public exchange with Winston Churchill in New York City, in which he attacked American support for the British war in South Africa and British support for the American war in Cuba. Does this count as history? Just try and find any reference to it, not just in textbooks but in more general histories and biographies. The Anti-Imperialist League has gone down the Orwellian memory hole, taking with it a great swirl of truly American passion and intellect, and the grand figure of Twain has become reduced—in part because he upended the vials of ridicule over the national tendency to religious and spiritual quackery, where he discerned what Tocqueville had missed and far anticipated Mencken—to that of a drawling, avuncular fabulist.

George McGovern did not support the invasion of Panama―in fact, about two months afterwards he wrote an Op-Ed piece in the Washington Post saying he had opposed it from the very moment Bush did it. But he also said that he had refrained from saying so at the time. So if he'd been asked about it in a poll, he probably would have answered that he did support the invasion. And the reason is, if you're a red-blooded patriotic American, then when the government is conducting a violent act you're supposed to rally around the flag. That's part of our brainwashing, you know―to have that concept of patriotism drilled into our heads. And people really do feel it, even people like George McGovern, somebody who surely would have been in the 20 percent, but if he'd been polled about it would have voted with the 80 percent. We don't want to be "anti-American," to use the standard term―which in itself is a pretty startling propaganda triumph, actually. Like, go to Italy and try using the word "anti-Italianism," call somebody there "anti-Italian" and just see what happens―they'd crack up in ridicule. But here those totalitarian values really do mean something to people, because there have been very extensive and systematic efforts to control the population in ways like that, and they have been highly successful. I mean, there's a huge public relations industry in the United States, and it doesn't spend billions of dollars a year for nothing, you know. So you really have to be a little bit more careful and nuanced when you interpret these kinds of poll results, in my view.
